Education groups propose full prekindergarten for children


A proposal released Thursday by two education groups contends that all 3- and 4-year-old children in the state should be guaranteed access to full-day prekindergarten programs.

The proposal by the Campaign for Educational Equity and Center for Children’s Initiatives would enable districts to offer two years of full-day prekindergarten. The reform is designed to be phased in over eight years, starting by enrolling 4-year-olds during the first five years and 3-year-olds during the following three.

The state attempted to implement a universal prekindergarten program for 4-year-olds in 1997, the groups point out, but funding was discontinued after many districts didn’t participate. The groups say the state initially should pay for the program but local districts eventually should contribute funding in accordance with their wealth.
