CELL PHONE - Village police ticketed John T. Mergenhagen, 22, of Clarence for using a cell phone while operating a motor vehicle following a traffic stop at 1:39 p.m. Monday in the SeaComm parking lot. Police said the violation had been observed on Market Street.
