Radio project proposal review process beginning in Lewis County


LOWVILLE — Lewis County legislators have begun opening proposals for the anticipated emergency radio upgrade project, a process that isn’t as easy as just looking at the numbers.

“It’s not apples to apples,” said Legislative Chairman Michael A. Tabolt, R-Croghan.

The packets that arrived are inches thick, he said, and are being reviewed by Robert N. Duclos from Syracuse engineering firm C&S Cos.

The proposals requested three separate contracts to complete the project.

The first would address the needs of the overall radio system and 911 radio system improvements. Three proposals were received for that contract.

The second contract is for the microwave radio system, which “goes hand-in-hand” with the first contract, relaying all of the information to the 911 center through the data communications network, Mr. Duclos said.

Four proposals were received for that contract.

The third contract, which is expected to be paid for by grant funding awarded in May, covers the E-911 system. One proposal was received for that contract.

Mr. Duclos said he expects the review process of the proposals to take two to three months.

“That’s quite normal for these types of projects, “ he said.

Legislators applied for a $6 million grant in September to cover the bulk of the project, but have not received a response yet.

The county was previously denied a grant for the project.

Mr. Tabolt said he is optimistic about this grant request as he has recently learned counties that were previously turned down “are in good standing to be appropriated the funds this time around.”
