DEC violation prompts Ogdensburg to impose a no-bag rule for debris

The Ogdensburg Department of Public Works will no longer be collecting bagged leaves, trees, tree parts and other yard waste curbside in the city.

The policy comes about after an August inspection of the city landfill on Outer Champlain Street by the state Department of Environmental Conservation revealed that several bags of leaves as well as already forbidden bags of garbage, wood pallets and construction and demolition debris were dumped there.

The city was cited by DEC with a violation.

City Public Works Director Kit W. Smith said Friday that the no-bag directive - which includes Christmas trees - is effective immediately.

“Nothing can be bagged anymore,” he said. “And everything has to be visually inspected.”

The city last year obtained a DEC permit to set up a wood processing operation at the landfill where a contractor converts yard and wood waste to chips on site and takes it away at no cost.

Until then, according to Mr. Smith, the city was running out of burial space for it at the landfill.

The public landfill,

meanwhile, will continue to accept vegetative matter, rock and soil.

In addition to the wood pallets and construction and demolition debris, the landfill doesn’t accept plastics, paper bags and boxes.

From now on, Mr. Smith said, leaves, trees, tree parts and other yard waste will have to be put loosely at curbside for pickup by his department.
