Man charged after hitting horse-drawn buggy in Hopkinton


HOPKINTON - A 4-year-old boy suffered a bruised head when his family’s horse-drawn buggy was hit by a car Sunday evening on Route 11B.

St. Lawrence County Sheriff’s Department deputies said Reynold R. Voisine, 36, of 1419A Old Potsdam-Parishville Road, Potsdam, was westbound on Route 11B at approximately 6:20 p.m. when he failed to notice the buggy traveling in the same direction.

Deputies said Mr. Voisine struck the left rear of the buggy operated by Joe J. Miller, 36, of 2120 Route 11B, Hopkinton, before the car left the road, struck a sign and a small tree, and then stopped in a field.

Deputies said the buggy, occupied by two adults and six children, was extensively damaged, but the only injury was to the child, who was treated by Tri-Town Rescue Department workers.

Mr. Voisine was charged with third-degree aggravated unlicensed operation of a motor vehicle and ticketed for failure to use due care approaching a horse, operation of an uninspected motor vehicle, and failure to notify the Department of Motor Vehicles of an address change.
