Seaway’s Brabon, White honored at Department of Transportation fete in Washington, D.C.


WASHINGTON, D. C. - The U.S. Secretary of Transportation, Anthony Foxx, honored two St. Lawrence Seaway Development Corporation (SLSDC) employees from Massena at the 46th Annual Department of Transportation (DOT) Secretary’s Award Ceremony held Wednesday in Washington, D.C., at DOT headquarters.

In addition, two team awards were given to employees from the Massena and Washington, D.C., offices of the SLSDC. The Secretary recognized employees and teams across DOT who performed their duties in an exemplary manner to meet the Department’s strategic goals and accomplish its mission.

Patricia White, chief of Procurement and Supply, received a Meritorious Achievement Award, the third highest award within the DOT given by the Secretary in recognition of exceptionally meritorious service to the Department.

Danny Brabon, leader/tug master in the SLSDC’s Marine Division, received the Secretary’s Excellence Award, given to federal employees who have achieved outstanding performance in all aspects of their work and deserve special commendation.

Ms. White has served as the SLSDC’s sole contracting officer since 2007 and is directly responsible for managing the SLSDC’s unusually complex infrastructure-related procurement requirements as part of the SLSDC’s Asset Renewal Program. SLSDC Administrator Betty Sutton said, “Ms. White deserves this recognition as she continuously meets the contracting challenges we face through sound decision making, contracting expertise, and exceptional leadership.”

Ms. White was also recognized as part of a Team Award given to the Federal Acquisition Institute Training Application System Deployment Team for their work on implementing a new department-wide certification and training program.

Mr. Brabon received the Excellence Award for his skill and expertise in the operation of the agency’s marine equipment and his attentiveness to safety issues for the marine crew and for the environment. Administrator Sutton noted, “Due to Mr. Brabon’s efforts overseeing the SLSDC’s buoy recovery and deployment operations in the waterway, the SLSDC continues to meet or exceed our performance goal of 99 percent availability for transiting vessels.”

Two groups of employees also received awards for noteworthy accomplishments as a team effort. The Seaway Draft Information System Team, comprised of Thomas Lavigne, Carrie Lavigne, Craig Middlebrook and Carol Fenton, helped develop and implement a groundbreaking navigational technology (Draft Information System) now in use in the St. Lawrence Seaway System.

The Seaway is the first inland waterway in the world to implement this technology which helps vessels use real-time navigational information for safer and more efficient cargo shipping.

The Seaway Social Media Team, comprised of Nancy Alcalde, Joy Pasquariello, and Adam Schlicht, accepted a team award in recognition of their outreach to maritime constituencies and the general public through new and innovative practices including social media. Emphasizing idea sharing, professionalism, and collaboration, the team successfully launched the SLSDC’s Facebook page, which has been a model of DOT-wide social media best practices.

Administrator Sutton added, “I am pleased that the department is recognizing the outstanding individual and team achievements of these SLSDC employees. The awards for their superior performance are well-deserved.”
