Massena Public Library nearing finalization of contract with BOCES

MASSENA - It looks as though the St. Lawrence-Lewis Board of Cooperative Educational Services will have at least another year of utilizing the basement of the Massena Public Library.

The library’s Board of Trustees discussed their BOCES contract and the prospect of putting together a lease during their monthly meeting Tuesday evening.

In October, library officials asked BOCES to begin paying rent for the nearly 980-square foot basement space, which equates to 9 percent of the building’s space. They said that this translates to $2,960.96 a year, or about $250 per month.

“We (recently) got a call from BOCES from the superintendent saying, ‘We really do want to keep that room and we agree to our lease amount.’ So we’re all set with BOCES,” Library Director Elaine Dunne-Thayer said. “The only issue now is getting a lease together. So the town attorney is going to put a lease together. ... So we should have a lease together starting Jan. 1. ... We will be very happy to get that settled.”

BOCES has been using the space rent-free since January 2012, when it teamed with the library to convert a room previously used for Friends of the Library book sales into an adult education classroom. On Jan. 17, 2012, classes began as part of the organization’s “Gateway to College and Careers” program.

Ms. Dunne-Thayer noted that there are some details she would like to discuss with town attorney Eric J. Gustafson before the lease is finalized and told the board to let her know if they had specific questions themselves. “There are some issues I wanted to talk with him about. ... So if you can think of things that you think belong in that lease, the only other issue I really have is people smoking right outside the doors of the library,” she said. “I’ve told them on numerous occasions that they just can’t do that. So that’s got to be written into the lease, that they have to be off of library property to smoke.”

The lease would be on a year-to year basis, Ms. Dunne-Thayer said.

The classroom that BOCES has been using seats 24 people, has state-of-the-art equipment and an eight-station computer lab.

The $2,960.96 yearly cost would breakdown as follows: $1,055.56 for two hours a cleaning per week, $920 for Massena Electric,

$947 for St. Lawrence Gas and $38.40 for the Wi-Fi bill through Slic Network Solutions.
