City civil service commission hires new head


A Cape Vincent resident with experience in human relations has been chosen to oversee the city’s Civil Service department.

Two weeks ago, the Civil Service Commission appointed Amie L. Davis, 46, most recently a human resources representative with the company Asurion, as its secretary.

The appointment was announced at the Watertown City Council’s Monday night meeting, after council members approved her $42,000 annual salary.

Ms. Davis started her new job Tuesday.

“I am very excited,” she said.

She will replace longtime secretary Elizabeth U. Morris, who will retire next year after training her successor. Until her departure, Ms. Morris also is filling in as City Manager Sharon A. Addison’s confidential assistant.

Ms. Davis was one of 31 candidates and three finalists who applied for the job. The commission interviewed her Dec. 3.

“It was an easy choice,” Ms. Morris said, noting that it’s not the kind of position someone can step right into; it takes a few years of experience to become proficient in the job.

The Civil Service Commission manages the state system of required tests for almost every job offered by the city, Roswell P. Flower Memorial Library, the Watertown Housing Authority and the Watertown City School District. It also hires, trains and retains employees.

Although she has no municipal experience, she handled HR issues for the past five years for Asurion, a Virginia company that handles service plans for DirecTV.
