Gouverneur village board schedules hearing for suspended police officer


GOUVERNEUR — The village Board of Trustees appointed Marlinda L. LaValley at a special meeting Thursday morning to preside over a Jan. 31 Civil Service administrative hearing for suspended police officer Steven M. Young.

The board suspended Mr. Young without pay, effective Dec. 30.

He had been suspended with pay since September pending the outcome of an investigation into allegations of misconduct. State police investigators have refused to comment on their probe into whether Mr. Young, who is also chief of the Gouverneur Fire Department, inappropriately used village gasoline.

St. Lawrence County District Attorney Mary E. Rain said she was unaware of any findings by the state police.

“At this point, we don’t have a file on it,” she said.

Henry J. Leader, the village’s attorney, said the decision on releasing the administrative charges would be up to Mr. Young. The hearing could be public if Mr. Young so desires.

“We don’t know what he wants to do, make it public or not,” Mr. Leader said.

Mr. Young’s attorney, James R. McGraw, Syracuse, did not return a call for comment.

Ms. LaValley is CEO of Gouverneur Hospital.

Civil Service law allows the village to suspend Mr. Young without pay for 30 days. After 30 days, the village is required to either return Mr. Young to work or suspend him with pay.

The village police department was struggling to maintain full-time service even before Mr. Young’s suspension. He is one of four officers — including one out on workers’ compensation for nearly two years, a sergeant and the chief who make up the force.
