BOCES to pay $300 a month for classroom rental at Massena Library

MASSENA - The St. Lawrence-Lewis Board of Cooperative Educational Services will pay $300 a month to use a classroom space at the Massena Public Library.

“We have a final contract. It went into effect Jan. 1st. I haven’t got the signed copy,” library Director Elaine Dunne-Thayer said.

Massena Town Council members passed a resolution on Wednesday authorizing Town Supervisor Joseph D. Gray to sign the lease agreement, which will be on a year-to-year basis, between the town and BOCES for the library space.

Under the terms of the contract, BOCES will pay the $300 a month rental fee on a quarterly basis, she said.

“They’re going to pay on a quarterly basis. They will write a check directly to the town hall,” and Bookkeeper Nancy Fregoe will deposit it into the library’s account, Ms. Dunne-Thayer said.

BOCES has been using the space rent-free since January 2012 when it teamed with library officials to convert a room previously used for Friends of the Library book sales into an adult education classroom. Classes began on Jan. 17, 2012 as part of the BOCES “Gateway to College and Careers” program.

The subject of charging rental space for the BOCES adult education classroom, located in the library’s lower level, had been on the library board’s agenda for several months in 2013. They said during their October meeting that they had asked BOCES officials to begin paying rent on the 980-square-foot space which they have been using rent-free.

Library officials say the space accounts for 8 percent of the library, which translates to $2,960.96 a year, or approximately $250 a month. They offered to lease the space to BOCES for about $300 a month, which covers two hours of cleaning each week, along with the costs of service for the Massena Electric Department, St. Lawrence Gas and Wi-Fi through Slic.

The space provides a classroom with seating for 24 individuals, as well as state-of-the-art equipment and an eight-station computer lab. Library officials said at the time they hoped the addition of the classroom would draw more visitors to the facility.

If BOCES had elected not to retain the room, the equipment belongs to them and would have been removed.
