City police on Friday arrested a Watertown man and charged him with endangering the welfare of a child after he allegedly grabbed a young girl and pushed her down.
Richard M. Devine, 30, of 530 W. Mullin St., was arrested at his residence at 6:52 p.m. after police said he grabbed an eight-year-old girl around her upper chest, pinning her arms against her body. He then allegedly pushed her down onto a staircase, causing her to strike her head at around 6 p.m.
