BURGLARY - MASSENA - Village police charged Terry D. Power, 32, of 300 Franklin St., Ogdensburg, with two counts of third-degree burglary and petit larceny and a single count of sixth-degree conspiracy following two shoplifting complaints at the Massena Walmart - one on Sunday night and a previous incident in November. Power had previously been banned from the Walmart store so since he was trespassing at the store the petit larceny counts were elevated to felony burglary charges.

He was arraigned by Massena Town Justice Gerald P. Sharlow and sent to the St. Lawrence County Correctional Facility with bail set at $10,000 cash or $20,000 bond.

Walmart officials had told Power in August 2012 he would be charged with trespassing if he entered the Massena store again.

Police allege Power, working with another person, stole a generator on Nov. 18 and then walked past the store’s last point of sale Sunday night without paying for a generator valued at $499.

CRIMINAL MISCHIEF - MASSENA - Village police charged Craig M. St. Louis, 30, of 104 Bishop Ave., Massena, with fourth-degree criminal mischief and endangering the welfare of a child at 7 p.m. Sunday at his residence. He was arraigned by Massena Town Justice Gerald P. Sharlow and released on his own recognizance with a stipulationhe abide by the terms of a stay away order of protection.

The charges stemmed from an incident when St. Louis reportedly threw a remote controller at the stairs while he was arguing with his wife, Dori. The argument took place in the presence of a three-year-old boy.

Ms. St. Louis said the incident was the conclusion of a day that had been filled with bickering. She noted in her statement that she and her husband had both lost their jobs recently and were going through hard times.

FOLLOWING TOO CLOSELY - MASSENA - Village police ticketed Matthew H. White, 20, of South Main Street, Norfolk, with following too closely following a property damage accident at 2:23 p.m. Sunday on South Main Street.

SPEEDING - MASSENA - Village police ticketed Joseph R. Leclair, 34, of Ames Street, Massena, for speed in zone at 2:02 p.m. Sunday following a traffic stop on South Racquette River Road.
