CANTON — The St. Lawrence County clerk’s office is accepting documents that are filed electronically through three state-approved vendors.

“It’s going to be a benefit for the county and the customer,” County Clerk Mary Lou Rupp said. “Right now, we’re just using it for land records. It’s mostly going to be for attorneys, title companies or banks.”

The clerk’s office has been set up to accept e-documents for about a week but has not received any yet. It took Franklin and Niagara counties, which also accept e-documents, about three weeks for their first submission, Mrs. Rupp said.

Electronic document recording allows offices to reduce costs, eliminate payment errors, receive prompt payment and increase staff productivity. Document submitters also benefit from shorter wait times, fewer document rejections, faster rejection handling and more secure transmission of documents, according to Corporation Service Co., one of the approved e-recording vendors. The other vendors are Simplifile and eRecording Partners Network.

Potential users sign up on the websites of one of the vendors. Anyone with a computer, Internet connection and scanner/printer can e-record.

“It’s a different kind of mail delivery. It’s a choice,” Mrs. Rupp said. “It’s nice for people because the original document never leaves their hands.”

If there is something wrong with a document, it can be sent back electronically immediately without waiting for traditional mail or delivery service.

“They can return it within minutes,” Mrs. Rupp said.

Before electronic submission, documents had to be either brought in personally or mailed.

Electronic submission will also save the clerk’s office some time because employees will not have to open mail, scan it and return documents, Mrs. Rupp said.
