Massena passes resolution to override tax cap


MASSENA - Village trustees voted unanimously to pass a resolution granting them the authority to override the state’s 2 percent tax cap as they prepare to begin work on a 2014-15 spending plan.

During a public hearing on the matter, one member of the public, William LaPoint spoke out against the tax cap.

“What kind of pony show is that?” he asked. “Is it a mandate?”

Mayor James F. Hidy explained that the way the tax cap law was written municipalities have the option of passing a resolution that gives them permission to override the tax cap. Such a resolution must be passed each year, he said.

“Obviously not every municipality can stay within that for obvious reasons,” he said. “It sounded good at the time. I guess that’s what it was meant to do.”

Mr. LaPoint replied, “I’m not impressed. It sounds like a pony show.”

“I couldn’t agree more,” Mr. Hidy responded.

Following the meeting when asked if the he was planning to propose a budget that exceeded the tax cap, Mr. Hidy said at this point he’s not sure.

“I always expect the unexpected,” he said. “We’re hoping not to exceed the cap. We will do our best not to, while still providing the same services people have come to expect.”
