CANTON — The St. Lawrence County Board of Legislators will consider at its full board meeting Monday joining about two dozen other counties that already have passed resolutions opposed to use of their county seals in pistol permit recertifications and other purposes associated with the New York SAFE Act.

“The SAFE Act was not a public policy implemented by the county,” said Legislative Chairman Jonathan S. Putney, D-Waddington. “Responsibility for the SAFE Act regulatory responsibilities belongs to the state.”

The county board previously opposed a number of provisions enacted under the Secure Ammunition and Firearms Enforcement Act but stopped short of calling for its repeal.

One of the provisions of the SAFE Act requires lifetime pistol permits to be recertified by state police every five years starting in 2018.

The New York State County Clerks Association passed a resolution last year opposing individual county names from being associated with the SAFE Act.

“It’s not an enforcement issue for the county,” St. Lawrence County Clerk Mary Lou Rupp said. “It’s supposed to be a state issue. Our county clerks felt they didn’t want our county seals on any of the paperwork.”

Opponents of the SAFE Act support the resolutions as a form of resistance and a way to prevent county residents from thinking their counties endorse the act.

Mr. Putney said that the county was approached Jan. 31 about passing a resolution and that he did not want to wait for the legislature’s committee system to take a month to consider it before it could appear on the agenda for a full board meeting.

“It’s important for people to know we aren’t delaying a decision on this issue,” he said.
