WEST CARTHAGE With no one to speak at the public hearings, the village Board of Trustees passed three resolutions and voted to sign a franchise agreement.
The cable franchise contract between the village and Time Warner Cable reflects changes suggested by Computel Consultants in an audit last year.
Prompted by noise complaints, the board amended a village code concerning farm animals to include a penalty of up to $300 for each day a person or entity is not in compliance.
Residents who are not compliant also could be charged with disorderly conduct.
The board also approved an override to the property tax cap for the fiscal year beginning June 1, as well as a best-value procurement policy.
The best-value policy allows us to go with the better deal, not necessarily lowest bid, Deputy Mayor Scott J. Sullivan said.
Board members were given a proposed water/sewer local law for consideration and suggestions. The law would allow the village to turn off users water for delinquent bills. Village Clerk Deborah J. Pierce suggested warning letters be sent to repeat offenders.
