A traffic stop on the 500 block of State Street led to charges against a city man and two Utica residents.

About 1:30 p.m. Monday, a vehicle driven by Alexis Sepulveda, 32, Utica, was stopped by city police. During the stop, police said, heroin and marijuana were found on the two passengers in the vehicle.

Cleo E. Vaughns IV, 19, of 143 N. Hamilton St., allegedly had seven glassine envelopes containing heroin hidden in his underwear, as well as a small amount of marijuana hidden in the cuff of his pants.

Jesus M. Leon, 38, Utica, allegedly was found in possession of one glassine envelope of heroin concealed in a gray Samsung flip phone found on the front seat of the vehicle, where police said he was sitting. He too was alleged to have a small amount of marijuana in his possession.

Mr. Vaughns was charged with third-degree criminal possession of a controlled substance, a class B felony, and unlawful possession of marijuana. Mr. Leon was charged with seventh-degree criminal possession of a controlled substance, a misdemeanor, and unlawful possession of marijuana.

Mr. Sepulveda was charged with third-degree unlicensed operation.

All three were taken to the Metro-Jefferson Public Safety Building. Mr. Sepulveda and Mr. Leon were released on $250 and $500 police bail, respectively. Mr. Vaughns is being held on $10,000 cash bail. All three are to appear in City Court.
