Jason W.K. Talcott, 29, of 222 Franklin St., reported to Ogdensburg police that his phone was stolen at 3:51 p.m. Friday at his home. An investigation was started.

Police ticketed Robert M. Tulip, 21, of 320 Oak St., at 3:54 p.m. Friday on the 300 block of Ford Street for driving an uninspected motor vehicle.

Police ticketed Christopher L. Snyder, 37, of 925 Jefferson Ave., at 8:23 p.m. Friday on the Downtown Arterial for speeding and driving with a suspended registration. No further details were immediately available on Monday afternoon.

Police arrested Mellisa A. Badlam, 24, of 218 West South St., at 9:19 p.m. Saturday at her home on a city court bench warrant for failing to appear at her court date. She was originally charged with fourth-degree grand larceny. Ms. Badlam was arraigned, posted $500 bail and was released on an appearance ticket.

Police ticketed James P. Downs, 81, of 625 Franklin St., at 12:17 p.m. Sunday at the intersection of Greene and Morris streets for failing to yield the right of way at a stop sign following a two-car accident.

Police ticketed Tammy M. Reid, 52, of 202 Washington St., apt. 408, at 4:55 p.m. Sunday at the intersection of Park and Jay streets for failing to yield the right of way at a stop sign and driving while under the influence of drugs following a two-car accident. No further details were available regarding the drugs Ms. Reid was allegedly on pending the results of a toxicology report.

Police arrested Mitchell W. Larose, 26, of 108 Albany Ave., at 1:21 a.m. Monday at the intersection of Route 68 and Marshall Road on a city court bench warrant for failing to appear and pay a fine. He was originally charged with petit larceny. Mr. Larose was arraigned and released under his own recognizance.

Police arrested Diane S. Murphy, 51, of 808 New York Ave., at 9:12 a.m. Monday at the police station on a city court arrest warrant for second-degree harassment. She was arraigned and released under her own recognizance.

Police arrested Thomas P. Mitzner, 54, of Bridgeview, 1 Chimney Point, at 9:17 a.m. Monday on a city court arrest warrant for third-degree assault. He was arraigned and released under his own recognizance.
