Hogansburg man sentenced to federal prison for drug conviction

SYRACUSE - Federal officials continue to take bites out of an oxycodone trafficking operation that brought the controlled substance through the St. Regis Mohawk Reservation for distribution in Canada, on the reservation and in Northern New York.

Todd Edwards, 23, of Hogansburg pleaded guilty under a plea agreement in late October to conspiracy to possess with the intent to distribute and to distribute a controlled substance. Edwards was sentenced Friday to 57 months in prison, with the court recommending that he be housed in Fort Dix, N.J., followed by three years of supervised release.

Court documents state that sometime in or before May 2011 until July 2012 Edwards was “associated with a drug trafficking organization distributing large quantities of oxycodone to drug users in and around the St. Regis Mohawk Reservation.”

He obtained large amounts of 40 and 80 mg oxycodone tablets from suppliers on the reservation and in Canada, then redistributed those tablets in those areas and Northern New York.

Until September 2011, Edwards sold ”at least 100 tablets per week.” Following that he sold “smaller quantities.” He was recorded as selling from his residence and unknown locations on multiple occasions.

The federal government is certain he was involved in the distribution of at least 80 grams of oxycodone.

Court documents suggest that Edwards case relates to at least four other ongoing federal prosecutions involving the drug trafficking ring. The names of Teri Jo Lazore, Travis Adams, James Labarr and Evan Adams came up repeatedly in the docket report of his case.

The indictment against Edwards is unavailable. Although the case against him was filed in July 2012, only documents dated after June 2013 are open to the public. It was at that time that the case against him became “unsealed.”

Lazore, also known as “Tare Tare” or “TT,” pleaded guilty to the same offense via plea agreement in May 2013. Her sentencing has been rescheduled multiple times and is currently set for late March.

Between January 2011 and April 2012, Lazore was unknowingly in contact with a Homeland Security Investigation special agent acting in an undercover capacity. She met with this agent at the Twin Leaf gas station in Hogansburg on three separate occasions to sell $7,000 worth of oxycodone, involving at least 480 grams.

The maximum amount of time Lazore can serve is 188 months, according to her plea agreement. Edwards’s plea agreement maxed out at 121 month,s and he was sentenced to a little less than half that time.

Edwards was also recently sentenced in Franklin County Court to 3 years in prison followed by five years of post-release supervision for a first-degree attempted burglary conviction. That sentence will run consecutive to his federal prison term.

He was originally indicted by a Franklin County grand jury Nov. 23, 2010 on charges of first-degree burglary, first-degree criminal use of a firearm, fourth-degree criminal mischief, first-degree attempted assault, second-degree menacing and fourth-degree conspiracy after committing an offense June 25, 2009.
