CAPE VINCENT—State police charged Robert T. Harter, 45, at 9:49 a.m. Tuesday with fourth-degree grand larceny, a class E felony, and second-degree criminal possession of a forged instrument, a class D felony. Police did not provide details on the case, but said it was a case of fraud involving a bank account dating back to July 31. The exact amount of money Mr. Harter was charged with stealing is not known. Fourth-degree grand larceny is charged when the stolen property is valued between $1,000 and $3,000. He was arrested at the state police barracks in Alexandria and is being held at the Metro-Jefferson Public Safety Building, Watertown, on $1,000 bail.
