Work continues on a $5 million overhaul of the wastewater treatment plant that will bring the 700 William T. Field Drive facility in compliance with new state Department of Environmental Conservation requirements.
The city is installing the wastewater disinfection system, which will distribute effluent material into the Black River through two pipes called outfalls.
The new system, behind the Alex T. Duffy Fairgrounds, will use sodium hypochlorite solution to get rid of bacteria.
Michael J. Sligar, the citys water superintendent, said bids came back last year much lower than the $6.5 million projected cost. Work began last June and is expected to be completed in September.
The Cazenovia engineering firm GHD designed the system. The firm has been involved with the citys wastewater plant since it was built in 1960.
The project includes constructing a chemical storage building and dosing tanks, pumps and a series of pipes.
The project also is required by the U.S. Environmental Protection Agency and the state Department of Health.
The city has been working on the project for a number of years to comply with regulations that went into effect in 2012. The city was told then it had six months to come up with a plan to become compliant and then two years to complete the project, City Engineer Kurt W. Hauk said.
The general contractor for the project is C.O. Falter Construction Corp., Syracuse; the electrical contractor is Dow Electric Inc., Gouverneur; and HVAC and mechanical contracts were awarded to Hyde-Stone Mechanical Contractors, Watertown. The city is paying for the project through a bond.
