IRISH EYES - This photo was taken during a St. Patrick’s Day celebration in 1986 at the former Brannigan’s Fine Food and Drink, corner of Ford and Wall streets, Ogdensburg. Seated from left are retired St. Lawrence County Buildings and Grounds chief Richard Ashley, retired state Supreme Court Justice Edmund L. Shea and retired Ogdensburg Superintendent of Schools William (Jeff) Dwyer. Standing from left are James P. Seymour, retired St. Lawrence County Newspapers Editor/Publisher Charles W. Kelly and Brannigan’s owner Fred (Rick) Badlam. Mr. Badlam operated Brannigan’s from 1983 until 1986, when he and his wife, Mary Jean, sold the business to Chris Doboze. The restaurant has changed hands many times over the years, and is currently Phoenix On The Bay, operated by Kevin Manke.
