Thomas C. Trainham, 50, of 577 W. Main St., was charged after allegedly stating to Jefferson County sheriffs deputies that he was talking on his cellphone when he drove through a red light and struck another vehicle.
Additionally, deputies said Mr. Trainham, who is disabled with a back injury, had taken three Percoset pills that day and failed a field test.
The other vehicle, driven by Rebecca A. Moody, 40, of 1736 Burns Ave., Apt. B, suffered damage to the front and right side. Neither she nor Mr. Trainham were injured.
He was charged with driving while ability impaired and second-degree aggravated unlicensed operation, both misdemeanors, as well as passing a red signal, operating without insurance and operating a motor vehicle while using a mobile phone, all traffic infractions.
He will appear in Town Court to answer the charges.
