A former Watertown-area man is being held at the Metro-Jefferson Public Safety Building without bail Monday stemming from allegations of sexual conduct against two children 15 years ago.
Richard P. Gibson, 49, of Newport News, Va., was accused of subjecting two children a boy and a girl to sexual conduct from October 1996 to December 2000 in the city of Watertown.
According to police, Mr. Gibson subjected the girl, who was born in 1993, to sexual intercourse and the boy, who was born in 1994, to oral sexual conduct.
He was arrested by Virginia state police and after extradition, brought back by New York state police on Friday.
Police charged him with two counts of first-degree course of sexual conduct with a child, a class B felony. He was arraigned in City Court and sent to the jail.
State police were also assisted by Oswego County Child Protective Services.
