Convicted rapist charged with forcible touching


EDWARDS — State police on Monday charged Carl C. Oatman, 44, of 1717 Route 58, with misdemeanor forcible touching.

Troopers allege that on March 10 while traveling in a vehicle in the town of Russell, Oatman touched the breast of a woman after she refused to have sex with him.

Oatman, a Level 2 sex offender who is on parole for first-degree rape and sodomy after his Aug. 21, 2003, conviction, was arrested at 1:55 p.m. at his residence following an investigation into the allegations.

He was arraigned in Hermon Town Court and sent to St. Lawrence County jail, Canton, on $4,500 cash bail or $10,000 bond. The state Department of Corrections revoked his parole and an order of protection was issued in favor of the alleged victim.

He is scheduled to reappear in Russell Town Court.
