More duplexes coming to Highland Road

MASSENA - The next phase of a Highland Road housing complex has received the approval of the town’s Planning Board.

Scott L. LaMay has received site plan approval to add eight duplexes to the Highland Road development.

The planning board agreed to act as the lead agency in filling out the environmental assessment form and concluded Mr. LaMay’s plans would not have any moderate to severe environmental impact.

The addition of these units, however, will come in separate phases.

“A lot depends on how they rent. ... As long as the economy’s good and we’re moving forward, we’re going to keep going,” Mr. LaMay said. “We are anticipating (to do the work) this summer. We want to start this summer. There’s a lot of red tape and our construction season is very short so if I don’t have everything lined up by fall, then I have to wait until spring again. ... Like I said, I’d like a reasonable amount of time to acquire the building permit.”

In September 2009, the planning board approved Mr. LaMay’s site plan to build two one-story structures housing six apartments each. Each of those apartments has two bedrooms and two bathrooms, and the complex holds 24 parking spaces.

Six of those apartment have been completed while the other six are currently in progress. The maintenance of the parking lot has also been finalized.

“(Mr. LaMay) was given a (certificate of occupancy) on June 10, 2013 for six apartments. He is in the middle of construction but I don’t know where exactly he is at,” code enforcement office secretary Avis Hazelton said on Friday.

Then in late winter 2011 Mr. Lamay got the go ahead to build two two-story buildings, each containing 20 apartment units.

“The next six apartments will open June 1, 2014 and the other six opened in July 2013,” Mr. LaMay said. “Construction should begin over the summer with the potential of some opening by the fall or winter.”

After discussion, the planning board elected to approve the site plan application on the contingency that 50 percent of the plan will be valid for two years and the remaining 50 percent would be valid for another two years.
