RICHLAND — After two deceased dogs allegedly were found under a few feet of snow at a Richland residence, a Williamstown woman and a Pulaski man were charged with animal neglect.

Amanda C. Rothenburg, 22, of 27 Patchen Road, Williamstown, and Vardon D. Taplin, 26, of 164 Canning Factory Road, Pulaski, were each charged by state police with two counts of torture/injure/not feeding an animal.

The two dogs were reportedly discovered at 314 Pack Road in the town of Richland on March 8 about 6:10 p.m.

Both were arrested at the state police barracks in Pulaski Sunday afternoon and issued appearance tickets to Town Court.
