FORGED INSTRUMENT - MASSENA - Massena-based state police charged John A. Caskinette, 40, of Hogansburg with two counts of second-degree criminal possession of a forged instrument and two counts of second-degree offering a false instrument for filing. He reportedly filed false paperwork with the states Department of Motor Vehicles. Caskinette was arraigned by Massena Town Justice Gerald P. Sharlow and released under the supervision of the probation department.
Caskinette was charged with possessing a false title containing the forged signature of Douglas J. Judware when he registered a 1997 Dodge Ram pickup truck on March 5 at the Department of Motor Vehicles satellite office in Massena.
Mr. Judware told troopers he went to the DMV office on March 20 to transfer plates from one vehicle to another and was denied because he did not have a bill of sale in his name. He said he learned the 1997 pickup he had traded to Caskinette for a snowmobile on March 2 had been registered three days later.
Mr. Judware said he had not signed a transfer on the title when he traded the truck because Caskinette had indicated he planned to scrap the vehicle. He said he simply gave Caskinette the blank title.
