State police: Woman lied about fraudulent NYSEG account


CROGHAN—A Croghan woman was arrested Sunday after an investigation into a fraudulent account claim revealed that she had helped concoct the account, state police said.

Justa L. Tupper, 30, of 11337 Route 812, originally claimed that an account at New York State Electric and Gas was created in her name without her permission.

According to state police, Ms. Tupper claimed that Brian K. Wallace, of Candor, had created the account. Mr. Wallace is a former boyfriend of Ms. Tupper, police said.

An investigation into the fraud claim determined that Ms. Tupper had assisted in the account’s invention and was aware of the account. Police said a total of $176.68 worth of services were charged to the account.

She was arrested at 10:56 a.m. Sunday at the state police barracks in Carthage and charged with making a punishable false written statement, third-degree falsely reporting an incident and third-degree identity theft, all misdemeanors.
