Accident involving Public Works employees draws Gouverneur village attention

GOUVERNEUR — A car accident on Friday that damaged a state police patrol car and involved off-duty village Department of Public Works employees has drawn the attention of the village Board of Trustees.

Frederick C. Foster, 52, of 20 E. Babcock St., was charged by troopers with driving while intoxicated and failing to yield to an emergency vehicle after he allegedly turned left onto West Main Street heading out of the Veterans of Foreign Wars when he hit a patrol car with its emergency lights on. There were no injuries.

Foster had a blood alcohol content of 0.16 percent, police said. Under state law, a BAC of 0.08 percent or higher constitutes proof of intoxication.

Foster, a DPW employee, was accompanied by Michael Moroz, DPW superintendent.

The village board will discuss the circumstances in executive session as a personnel issue, Mayor Ronald P. McDougall said.

“We will have to deal with it as a board,” he said.

Mr. Moroz has said he intends to retire this summer.
