WATERTOWN Zachary S. Tuttle, 23, of 109 N. Hamilton St., Apt. B, was arrested by city police Wednesday morning after police said he tattooed a 16-year-old boy in December.
The arrest report said Mr. Tuttle tattooed the word loyalty onto the minors forearm on the afternoon of Dec. 4 in the 300 block of Clay Street.
He turned himself in at 9:20 a.m. on a charge of second-degree unlawfully dealing with a child.
Under state law, tattooing anyone under the age of 18 is illegal, regardless of parental consent or presence.
He was processed and taken to City Court for arraignment.
