Gov. Andrew M. Cuomo declared a state of emergency in six counties, including Jefferson, Lewis and St. Lawrence, suffering from “moderate to significant” flooding.

“While the floods are now receding in some areas, I urge New Yorkers in impacted counties to stay safe, heed the advice of their local emergency first responders and look out for their friends and neighbors,” Gov. Cuomo said in a news release.

Runoff from snowmelt combined with heavy rainfall over the past two days is causing significant flooding in low-lying areas and waterfront communities.

Several roads in Jefferson County had to be closed to traffic due to flooding today. West Main Street in Watertown has been closed from Bradley Street to VanDuzee Street due to flooding at the Rail Road Bridge.

Black River remains well above its 10-foot flood stage at 13 feet as of 10 a.m. this morning.

The National Weather Service expects water levels to rise another 6 inches and crest near 13.5 feet by Thursday evening.

“Significant flooding” will occur along the Black River through Friday, the weather service said.

Local traffic will be permitted for access to residences and businesses but all other traffic will be detoured to Coffeen Street, according to a city Department of Public Works news release.

Route 3 from the village of Herrings down to Carthage and from Carthage up to Wilna has been closed to traffic this morning due to flooding.

Route 126 in the town of Croghan between Swiss Road and Route 410 also has been closed to traffic.
