MASSENA - When Massena Business Development Corporation President Larry Ralston spoke to village board members on Tuesday, he said the rail spur that would connect the industrial park to CSXs main rail line was becoming closer to becoming a reality.
Were closer now than weve ever been, he said. It is my hopes well have our first cars going across it in November.
On Thursday the BDCs board of directors took the next step and authorized an expenditure of $193,004 to pay for the rail spur project.
BDC officials said $190,004 will be paid to CSX, who will be building the spur, while $3,000 will purchase an insurance policy thats necessary to have before the project begins.
BDC Executive Board member Paul Rufa said with all of the grants the BDC has received to help pay for the spur, the entire project will be paid for with grant funding.
All of this money will be coming back through the grants, including the insurance, he said. Well be getting 90 percent of that back.
The remaining 10 percent, which is considered the communitys local share, will be paid for with gaming compact monies allocated to the BDC from the town.
Mr. Ralston thanked Mr. Rufa, who has handled the bulk of the work on the rail spur project for all of his efforts.
We really appreciate all the work youve done on this, he said.
BDC Executive Director Thomas Sullivan agreed.
The reason weve worked so hard on this is hopefully it will encourage others to locate there, he said, referring to the boost the spur may bring to recruiting additional businesses to the industrial park.
