Stockholm sex offender charged with stalking


STOCKHOLM — A Level 2 sex offender was jailed early Tuesday, accused of prowling around a neighbor’s home.

State police on Tuesday charged Joseph L. Paul, 42, of 9428 Route 11, Stockholm, with misdemeanor fourth-degree stalking.

Troopers said they arrested him at his home after a receiving a complaint from a neighbor about a prowler at 12:05 a.m.

According to the complaint, Paul was “sneaking around the house, knocking on windows and hiding behind a tree,” according to troopers.

He was convicted in September 2005 of third-degree rape stemming from an incident involving a 16-year-old female. A Level II classification means an offender is considered at moderate risk to commit another sex crime.

Paul was arraigned in Stockholm Town Court and was sent to the St. Lawrence County jail, Canton, on $1,500 cash or $3,000 bond.
