WEST CARTHAGE The village Board of Trustees on Monday passed a $1,441,176 budget for the 2014-15 fiscal year.
The tax rate is up slightly to $6.36 per $1,000 of assessed real property value. The 2013-14 rate was $6.25.
A transfer of line-item costs for utilities from the general fund to the water-and-sewer fund means residents will see an increase in their utility bills. Sewer will go from $5 to $5.73 per 100 cubic feet and water from $4.25 to $4.54 to distribute the costs of those services more evenly.
In compliance with the villages new water policy, the board agreed to allow the property owner of 89 Bridge St. to make payments on a $3,183.43 utility bill.
However, the board did not waive the penalty incurred due to late payment. Previously, the board waived a portion of the sewer bill since it was determined that water usage was due to a broken pipe and it was evident the water did not enter the sewer system.
Trustee Michael Bigness and Robert M. Sligar were appointed to the West Carthage Housing Authority Board of Directors to fill the terms vacated by the resignations of Dean Johnson and Sarah Rushlow.
In other action, the board:
n Approved the fire department membership of Jake Bittel-Greif.
nAccepted with deep regret the resignation of Department of Public Works Superintendent Donald M. Monaghan after 40 years of service.
n Authorized Mayor Scott M. Burto to sign the deed for 99 Champion St. The village purchased the property before the Jefferson County tax auction at a cost of $1 with the understanding that if it is ever sold, the back taxes will be paid. No plans have been made for use of the 53-by-175-foot vacant parcel, which the village has long maintained.
