WATERTOWN — City police charged Lucius P. Perry, 20, of 30485 Burnup Road, Black River, with second-degree criminal contempt after police said he sat next to a woman at the Jefferson County Department of Social Services on Wednesday afternoon.

At 4:50 p.m., Mr. Perry and Robin A. Bailey, of 243 Sterling St., were together in the lobby of the social services office, 250 Arsenal St., police said. The alleged contact violated a stay-away order of protection issued April 10 by Family Court, valid until Oct. 9.

He was arraigned in City Court and held at the Metro-Jefferson Public Safety Building on $500 cash bail.
