Massena PD Public Record: P.M. Edition


PETIT LARCENY - MASSENA - Village police charged William L. Payne Jr., 26, of 193 Center St., Apt. 3, Massena, with three counts of petit larceny following an investigation by the store’s loss prevention associates. Payne, a Walmart associate at the time of the incidents, reportedly two two Mountain Dew bottles without paying for them - one while he was working and the other as he completed his shift - on April 17 and a six-pack of Ensure as he was leaving the store after his shift on April 21. The sodas were each valued at $1.98, and the Ensure was valued at $9.97. He was released on an appearance ticket for Massena Village Court. Police made the arrest at 2:50 p.m. Monday at the Walmart store.

INADEQUATE EXHAUST - MASSENA - Village police ticketed Paul A. Fregoe, 30, of Maple Street, Massena, for operation of a vehicle with an inadequate exhaust at 12:38 p.m. Monday following a traffic stop on Beach Street.
