WATERTOWN — A 5-year-old boy was only one foot away from a domestic incident in which a man allegedly pushed a woman to the ground and threw her into a shelf, city police said.

Dustin C. Foster, 30, of 383 Brainard St., Upper Apt., was charged with endangering the welfare of a child and second-degree harassment after police said he got into a physical altercation with Anne M. Howard in their residence Sunday morning.

He was arrested at 3:46 a.m. at the residence. He was arraigned in City Court and held at the Metro-Jefferson Public Safety Building on $500 cash bail.

Ms. Howard has requested an order of protection against Mr. Foster.
