WATERTOWN City police charged Teddy O. Santiago, 23, of 147 St. Mary St., Lower Apt., with one count of second-degree strangulation and two counts of fourth-degree criminal mischief at 12:01 p.m. Sunday at his home.
He is accused of putting his hands around the neck of Lauren E. Santiago, same address, causing her to lose consciousness. He also is accused of intentionally damaging a $136 ZTC Android cellphone belonging to Mrs. Santiago when he threw the phone onto the floor, damaging the screen and rendering the phone unusable. Mr. Santiago did this while Mrs. Santiago was trying to seek emergency assistance from law enforcement officials to protect herself from physical injury, police said.
He is being held at the Metro-Jefferson Public Safety Building on $10,000 bail.
