Russell, 52, no fixed address, with obstruction of governmental administration and an open container violation at 5:31 p.m. Sunday at the park on the north side of the footbridge. Polic said an allegedly intoxicated Russell repeatedly refused to provide them with his address - saying it was his right to do so - after he was found drinking a beer at the footbridge park.
