WATERTOWN — A city man stomped on the floor and yelled at his neighbor Monday morning at their shared Ten Eyck Street building, city police said.

When police responded to the scene, they discovered that Kenneth M. Hale, 24, of 267 Ten Eyck St., Apt. 2, also was in possession of marijuana and arrested him at 8:57 a.m. Monday.

Police said Mr. Hale played music extremely loudly on both Sunday and Monday, loudly stomped on the floor and repeatedly screamed “scumbag” at his neighbor, Brandon Lanthrip.

He was charged with second-degree harassment and unlawful possession of marijuana. He was arraigned in City Court and released.
