Motorists charged with DWI, related offenses

The following motorists are charged with driving while intoxicated and related offenses:

n Jane A. Frank, 62, of Canton, was charged by Potsdam village police Friday night. Police said Ms. Frank was stopped on Sandstone Drive in Potsdam for failure to keep right. Her blood alcohol content was 0.14 percent, they said. Under state law, a BAC of 0.08 percent or higher is considered proof of intoxication.

n Kevin D. Bigelow, 32, of Hermon, was charged by state police early Saturday morning. Police said Mr. Bigelow suddenly stopped on East DeKalb Road in Hermon and pulled over in the shoulder. When police investigated, they said they detected alcohol.

n Matthew L. Pope, 28, of 117 Meadow Ave., Watertown, was charged at 3:45 a.m. Saturday by Jefferson County sheriff’s deputies following a one-vehicle accident on Route 283 in the town of LeRay. According to a sheriff’s report, Mr. Pope exited the east shoulder of the roadway, striking a utility pole and stop sign at the intersection with LaFave Road. The vehicle continued south across LaFave Road, coming to a stop after striking a second utility pole, they said. Deputies reported that Mr. Pope was found behind the driver’s wheel of the vehicle and was able to identify himself by name, but could not recall the accident or where he had been previously. Mr. Pope was transported to Samaritan Medical Center for complaints of back pain, deputies said. A blood sample was drawn to determine his BAC but results were not available. He additionally was charged with consumption of alcohol in a motor vehicle, speed not reasonable and prudent and failure to keep right.

n Coraima Torres Vargas, 21, of Woodburn, Ore., was charged by Jefferson County sheriff’s deputies with aggravated DWI after a traffic stop on High Street. According to a sheriff’s report, Ms. Torres Vargas was observed making a turn from Factory Street, nearly side-swiping three parked vehicles, and driving over the curb in an attempt to pull the vehicle over. Her BAC was 0.18 percent, deputies said. Aggravated DWI is charged when the BAC is 0.18 percent or higher.

n Joseph A. Shaughnessy Jr., 21, of 112 N. Hamilton St., Watertown, was charged by city police at 1:09 a.m. Saturday in the 200 block of North Indiana Ave. with aggravated DWI and failure to keep right following a property damage accident.
