POTSDAM — Village police on Tuesday charged Stephen D. Cotter, 46, of Norfolk, with driving while intoxicated.
Police said that at 2:20 a.m. on Market Street, Mr. Cotter made an illegal U-turn and when he was stopped he was found to be intoxicated with a blood alcohol content of 0.16 percent. Under state law, a BAC of 0.08 percent or higher is considered proof of intoxication.
He also was cited with making an illegal U-turn. He was issued an appearance ticket for Village Court.
