SEXUAL ABUSE - CANTON - Canton-based state police charged Andrew J. Regan, 34, of Norwood with first-degree sexual abuse Monday afternoon following an investigation into a complaint that he had sexual contact with a physically helpless person.

CRIMINAL MISCHIEF - WEST STOCKHOLM - Massena-based state police charged Robin M. LaBaff, 49, of Winthrop with fourth-degree criminal mischief and second-degree harassment after responding to a domestic dispute complaint at 4:54 p.m. Monday. She had reportedly been involved in a physical domestic dispute with Bruce A. Copeland, described as her ex-husband and current boyfriend, and struck him in the face, breaking his glasses.

PETIT LARCENY - LOUISVILLE - Massena-based state police charged Mitz D. White, 36, of Massena with fourth-degree criminal possession of stolen property and petit larceny stemming a complaint filed with troopers at 8:45 a.m. Friday from the town of Louisville. White reportedly used a card that had been taken without the permission of Glen Donnelly to make ATM withdrawals of $202, $102 and $202 from Wilson’s Country Store, Louisville.

CRIMINAL MISCHIEF - NORFOLK - Massena-based state police charged Katie L. Monroe, 24, of Massena with fourth-degree criminal mischief, second-degree harassment and endangering the welfare of a child following an investigation into an incident that was reported at 5:47 p.m. Monday from the town of Norfolk. Monroe allegedly punched Nicole Dishaw in the face twice and pulled her hair during an altercation at 238 Marsh Road, Norfolk. Ms. Dishaw’s glasses were broken during the altercation, which took place in front of a child. Monroe, who was picked up at 588 South Main St., Massena, was arraigned by Norfolk Town Justice George Grubee and released under the supervision of the probation department.

PROPERTY DAMAGE ACCIDENTS - POTSDAM - State police investigated several property damage accidents Monday and early Tuesday morning around the region. Among those:

• Eian Charles House, 21, of Potsdam at 12:35 a.m. Tuesday on state Route 345, near McKay Road, in the town of Potsdam.

• Debra J. Wright, 57, of Colton at 5:35 a.m. Tuesday on state Route 68, near Morrill Road, in the town of Pierrepont.
