WEST CARTHAGE — The West Carthage Housing Authority approved the annual agency plan for West Side Terrace for the fiscal year beginning Oct. 1. The five-year capital fund program action plan will cover fiscal years 2014 to 2018.

Executive Director Brian J. Wohnsiedler told the board the plan could be modified in future years and was dependant upon the appropriation of funding from Congress through the U.S. Department of Housing and Urban Development.

During 2014, the plan included upgrades to carpeting throughout the Madison Street apartments. In year two of the plan, the parking lots would be sealed and paved. The purchase of a mower and replacement of commercial washers and dryers also are planned.

Acting board Chairman Ronald J. Novak questioned whether the coin-operated laundry machines could be self-sufficient, with the funds garnered being used to purchase machines as needed. The possibility of converting a storage room on the second floor to a laundry room for use by tenants with limited mobility also was discussed. No action was taken on either matter.

A green physical needs assessment is planned for year three to determine energy cost savings. Mr. Wohnsiedler said the Housing Authority already is working on this initiative by replacing interior and exterior lighting. The roof is set for replacement, with insulation and vents installed to regulate air temperature during the third and fourth years of the plan.

In the final year, exterior maintenance and kitchen renovations are planned.

Mr. Wohnsiedler said the kitchen cabinets in the apartments are original and some have become very worn over 30 years.

In other business:

The board approved the purchase of two new computers, a printer and a tablet along with on-site warranty, software and support through Best Buy at a cost of about $3,000.

Policy for vacation was changed to allow for six days of paid vacation for new employees after six months of employment. The new policy includes the accumulation of a half day of vacation per bimonthly paycheck with an extra day at the end of the year. Previously, vacation could not be used during the first year of employment.
