WATERTOWN — City police charged an Antwerp man with obstruction of breathing and second-degree harassment after he allegedly choked a woman during a domestic dispute Wednesday on Arsenal Street.

Police said that Robert D. Mosher, 19, of 111 Main St., squeezed the throat of Lydia A. Countryman, and later pushed her head back and pressed his face to hers.

Charged at 3:45 p.m. Thursday, Mr. Mosher was held pending his arraignmentin City Court.
