WATERTOWN — City police charged Billy L. Brasie II, 27, of 68 Route 11, Lower Apartment, Antwerp, with second-degree harassment after he allegedly put a man in a headlock and pulled the man’s ponytail.

Police said Mr. Brasie attacked Edward A. Moore during an incident June 4 near Mr. Moore’s residence on the 600 block of Camp Avenue.

Charged at 6 p.m. on Wednesday, Mr. Brasie was later released with an order to appear in City Court.
