Report says Massena municipal pay ranked highest in north country

MASSENA - A report from The Empire Center for Public Policy lists Massena Memorial Hospital’s chief executive officer as the highest-paid municipal employee in the north country region, consisting of St. Lawrence, Franklin, Jefferson, Lewis, Clinton and Essex counties.

According to the report, released Thursday morning, Charles F. Fahd II ranks first among the “Top 11 Municipal Employee Pay in the North Country” from April 1, 2013 to March 31, 2014, with a salary of $288,443.

Also on the list from the town of Massena are Priti V. Mandalaywala, Rosalind S. Mariano and Khurram Mumtaz, all listed at $255,000.

Others on the list are Gerard A. Crawford, Vu Dinh, Cynthia H. Fraser, Todd R. Howland, Robert C. Martinucci, James V. Stillerman and Josefina Tan-Dimongo, all listed from Lewis County General Hospital, at $255,000 each.

The “What They Make Report,” an overview of local government payrolls outside New York City from April 1, 2013 to March 31, 2014, shows that all 11 of the highest-paid municipal employees in the north county were employed by Massena Memorial Hospital or Lewis County General Hospital.

The report also ranks the town and village of Massena as number one in the five highest-paid municipal employees in the north country for general employees and police or firefighters. The average salary of the 453 general employees in the town of Massena was $52,268, while the average salary for police or firefighters in the village of Massena was $67,943.

The village of Potsdam ranks fourth on the list, with the 51 general employees earning an average salary of $44,588 and the 14 police or firefighters earning an average salary of $64,621.

The village of Canton ranks fifth in police or firefighter salaries, with the nine employees earning an average salary of $61,635.

The amounts listed in the report do not include fringe benefits such as health insurance or pension contributions, which can add more than 35 percent to the cost for taxpayers.

“The Empire Center produces this report because it is committed to protecting the right of taxpayers to know how their money is being spent,” Executive Director Tim Hoefer said. “Employee compensation is the single largest component of most municipal budgets. Pairing this pay data with the localized spending data in SeeThroughNY’s Benchmarking NY tool, taxpayers can get a real sense of how their local governments are spending their tax dollars.”

The Benchmarking New York tool, as well as individual payroll records, are posted at the Empire Center’s transparency website SeeThroughNY.net.
