HAMMOND — State police on Sunday charged Elisabeth H. Pechey, 37, Hammond, with three counts of neglect of impounded animal, a misdemeanor. She also was ticketed on three counts each of keeping an unvaccinated dog and owning/harboring an unlicensed dog.
Troopers said that about 9 p.m. Saturday at 271 County Route 1, Ms. Pechey was found to have three emaciated dogs, one with visible sores. Troopers said the investigation followed a complaint they received Saturday that Ms. Pechey was neglecting her pets. Because there was not a court order, the animals remained on the premises.
Ms. Pechey was issued an appearance ticket for Hammond Town Court.
