WATERTOWN — Frank J. Monroe, 49, of 803 State St. Apt. 5, was charged by city police at about 7 p.m. Friday with public lewdness and obstructing governmental administration after he allegedly committed a lewd act in Thompson Park.

Police responded to a complaint about the suspect, who is a Level 3 sex offender, allegedly committing a lewd act on the trail system adjacent to the Gotham Street lookout. After conducting interviews with witnesses, the department’s K9 team conducted a track for the suspect on the trail system. He fled on foot despite being told numerous times to stop, police said. After a brief foot chase, he was apprehended by K-9 Nico.

He was arraigned in City Court and remanded to the Metro-Jefferson Public Safety Building on $2,500 cash bail.
